Twitter Chat: Civic Participation on the Geoweb

For her Ph.D. research, Victoria Fast explored how urban food assets can be crowdsourced onto the geoweb — civic participation in action.

All cylinders were firing by the time we wrapped up our Nov. 23 Twitter chat on meaningful civic participation on the geoweb. There were many parallel conversations that we hope will continue among participants and the wider Geothink community into the future. Here we share a few highlights, as well as a transcript of the chat.

  • We should ask what criteria define “civic participation”? Even passive or unknowing involvement may qualify as meaningful participation.
  • Intermediaries (infomediaries) are major mediators of the geoweb — leading projects, supporting learning, and providing citizens with tools and open data access. Librarians were identified as important infomediaries.
  • The geoweb can enable citizen participation on all levels of ‘meaning’. Yet we need to be mindful of who is being left out & not blame the excluded.
  • There can be different benefits from short-term engagements such as hackathons and long-term involvement such as contributing to OpenStreetMap. But both can trigger enduring civic interest.
  • It can be useful to consider when geoweb contributions using open data do not qualify as civic participation.
  • Both time-decay (sustainability) and distance-decay (activities concentrating around intermediary’s location) are issues that can affect civic participation on the geoweb.

An Expert’s View on Civic Participation on the Geoweb

As an early warm-up to our November 23 Twitter chat — What does meaningful civic participation on the geoweb look like? — we asked Geothink Head Renee Sieber to share her perspective. Here are a few highlights.

More access, more communication

I think we’re in an environment where we’ve really broadened opportunities for citizens to participate through social media, through these various kinds of devices that we have, so I think it’s very exciting.

It’s an opportunity for citizens to be engaged when they don’t necessarily have the time to attend a meeting. So they can both watch city activities online through their own dashboards or they can communicate as issues arise. Perhaps cities may wish to create polls of online sentiment; they want to alert citizens of emergency situations or of interesting happenings in the city.  —R.S.


Citizen–City connection

We can have citizens more fully engaged as members of the city in reporting, in monitoring events in real-time. People generally point to open 311 applications. Open 311 comes from an old telephone service where you could dial a short number, 311, and you could report a nuisance complaint. This has moved online. So the prototypical example is the pothole. You can report the pothole, you can report a missing street sign. This can be enormously helpful to cities because they have more real-time information for problems in the infrastructure. So that’s another kind of engagement.  —R.S.


Hackathons

… Citizens can find new and unusual ways to use data that comes out of cities, in ways that cities had never thought about before. So it’s a very exciting way for people—particularly techies—to get into the mechanisms of governance and the mechanisms of government.

So I think that this is a great time to engage physically and digitally about what’s happening in your own cities. There are obviously challenges that are paired with that.  —R.S.


Digital divides

One way that we frame technology is by saying that, “It’s so easy now that anyone can participate.” The flipside of that, unfortunately, is that if you cannot participate it’s your fault: “We made it easy for you, so if you don’t want to participate — or if you cannot or you didn’t choose to participate — in that particular poll, well, we can’t be responsible if we didn’t hear your voice.”

But that ignores all sorts of reasons that people cannot participate. The digital divide and digital inequities have not gone away, they merely shift and hide. So we can be relatively sure that a lot of people have e-mail, but in parts of rural Canada we can’t always be sure that people will have sustainable connections to the Internet, to broadband connections, to connections of a sufficient speed, to connections that persist over time as opposed to connections that drop out in the middle of an e-mail transmission or a call. That’s a real challenge if all of a sudden you decide to move a good portion of your citizen activity online; you cut out a large number of people.

We may say, “Oh great, we can build all these apps for smart phones.” Well, that of course presumes that people own smart phones, that people have data plans on smart phones, that people have sufficiently high speed connections on their phones so that they can transmit, upload and download data quite quickly. We can’t make those kinds of assumptions.  —R.S.


Persistent social divides & inequities

You have to couple that with persistent digital divides and divides in general. Why are we assuming that illiteracy has been abolished in North America? We know that people still are illiterate. The hallmark of these technologies is that they’re increasingly relying on the written word. You have a phone, and you think we’re going to interact with the phone via voice. But increasingly people use their phones with text. Well, if you can’t read then you can’t participate. If you cannot see, you cannot participate. So we have all sorts of inequities based on disabilities.

So we have to be in tune to that, even as we trumpet the increased advantages and increased opportunities for people to participate. There will be people who will still find it extraordinarily challenging. Obviously people are working on solutions, but we have to be mindful of this in our rush to embracing digital engagement completely.   —R.S.


Public space meets proprietary space

In terms of technologies and processes that are shaping these conversations, obviously social media and social networks have been incredibly important. We almost take for granted now that cities have Facebook pages—that departments in cities have Facebook pages. But that’s an odd concept when you step back and you think about it. That, (a) a city should have social media, and (b) that cities need to attach themselves to a specific proprietary network.

But the fact that cities are socially engaged via these platforms, that they actually spend the resources and see the need to have Facebook pages that are updated, that they have Twitter accounts, that they have YouTube channels, that they may be increasingly looking at applications like Meerkat and Periscope to allow for live streaming—that they may be incredibly concerned that applications like Meerkat and Periscope may be used to inadvertently live stream a conversation that they heretofore thought was private—I think these technologies have rapidly transformed the way that cities feel they must now be engaged with the public.

These technologies absolutely have technological implications and they have institutional implications as well. You have to have a person who updates your Facebook accounts. That takes some time to do. You may have to find someone who automates posting not only on Facebook, but to LinkedIn, to Twitter—that automation may require a systems administrator or coder employed by the city. The fact that cities now employ social media people, these are job titles that we did not see before: open data architects, CTO [chief technology officer] positions in cities. These are processes that have changed in cities.

Progress is not always made to measure

I think that in the future cities will increasingly start to grapple with what succeeds and fails. I think we’re in a publishing mode right now. I think that cities are doing all they can to keep up. So, the city has to publish as much data as it can on an open data platform. They have to engage in as many social media platforms as they can. I think they will increasingly need to take hard looks at what succeeds and what fails.

It is by no means easy to evaluate these platforms in terms of success and failure. What is an effective Facebook profile? How do you measure that? Do you measure it with “likes”? OK, that’s one very technical way of measuring it, but what does a “like” tell you about meaningful engagement? It might not tell you a lot.

So it’s easy to take the low-hanging fruit of measurements to determine whether platforms are successful or not. That may not be the right way to go. Cities are increasingly looking at analytics and predictive analytics to gauge the success of these various platforms and their engagement. But once again, that tends to based on what can easily be quantified.  —R.S.


Humanizing the city

A lot of engagement between cities and citizens is much more longitudinal. It happens slowly over time. Cities and citizens build up trust. Distrust is easily gained, and very hard to get rid of.

I’ve been talking about cities as these homogeneous unions. But there are people in cities; there are citizens employed by cities, and often it is the ways that individuals in city governments reach out to individual citizens or groups of citizens, building up those linkages—using these technological platforms to heterogenize the city [that builds trust].

So, we begin to see the city and we see government as people engaging, just like you. They’re engaging with you, as opposed to being just The State (and you always must have this opinion about The State, or be in opposition to The State, or protest The State).

So [citizens can] use these technologies to sort of reach in, and stop looking at it as a monolith and more as a group of people who really are in city government because they wanted to work with citizens; they wanted to work on issues that were important and very close to the people who live in their cities.  —R.S.

Spotlight on Recent Publications: Critical Reflections on Outcomes from Three Geoweb Partnerships

Exploring university–community partnerships

Participatory geospatial technologies have the potential to support and promote citizen engagement. This great promise has led to more collaborations between academics and community partners interested in pursuing this aim. In their recently published paper, “A web of expectations: Evolving relationships in community participatory geoweb projects,” four Geothink researchers and their colleagues cast a reflective eye on the participatory action research processes behind three completed geoweb partnership projects.

Co-author Jon Corbett, an associate professor in Community, Culture and Global Studies at the University of British Columbia’s Okanagan campus, sees their ACME journal article as helping to fill a gap in the geoweb literature.  “For me, one of the things I’m most interested in is how—in a truthful and well-positioned way—we can talk about the veracity of the work that we’ve done in regards to its ability to actually bring about impact and social change,” Corbett said.
In the article, the authors compare the different cases in order to consider some of the tangible, empirical challenges that the projects encountered, concentrating on the frictions that can occur where technical and social considerations intersect.

Participatory geoweb initiatives commonly rely on out-of-the-box mapping tools. For these three projects, a central aim was to employ the expertise of the university researchers to co-develop and co-evaluate custom geospatial web tools that could address community partners’ objectives. Ideally, such collaborations can benefit all parties. Researchers can learn about the potential and the limitations of the geoweb as a tool for civic engagement while partners have the opportunity to reflect on their objectives and access a wider tool set for accomplishing them. In reality, collaborations require compromises and negotiations. The question then becomes: when are researchers’ academic objectives and partners’ community objectives truly complementary?

In the first case study, the geoweb was used to create a participatory business promotion website for a rural Quebec community, intended as one component of a larger regional economic development strategy. The second case was a collaboration between two university partners and a cultural heritage organization in Ontario. The partners hoped the customized online tool could “serve as a ‘living’ repository of cultural heritage information that was both accessible to the public and could facilitate the contribution of knowledge from the public.” In the third project, university researchers worked with government and grassroots organizations at local as well as provincial levels. The vision in this case was to enable non-expert community members in the Okanagan region to share their own knowledge and experiences about local food and its availability.

Corbett explained that in reflecting on their work, the researchers realized that as social scientists with very specific domains of expertise in political science, geographic information systems, and community research, “the types of skills we needed to negotiate the relationships were far different from the sorts of traditional disciplinary fields that we work in.”  Their collaborators tended to identify the academics more as technical consultants than scholars. As the authors write, “most academics remain untrained in software development, design, marketing, long-term application management and updating, legal related issues, [and] terms of service.”

Although the three collaborations were quite different in terms of the publics involved as well as the negotiated objectives of the projects and the tools employed to achieve them, the authors identified several key common themes. The authors note, “In all three case studies, we found that the process of technology development had substantial influence on the relationship between university developers and community organization partners. This influence was seen in the initial expectations of community partners, differential in power between researcher and community, sustainability of tools and collaborations, and the change from research collaboration towards ‘deal making.'”

In the end, Corbett said, “All of the projects were extremely precarious in how we could assign value or success to them. The paper was really an academic reflection on the outcomes of those three different projects.”

Abstract

New forms of participatory online geospatial technology have the potential to support citizen engagement in governance and community development. The mechanisms of this contribution have predominantly been cast in the literature as ‘citizens as sensors’, with individuals acting as a distributed network, feeding academics or government with data. To counter this dominant perspective, we describe our shared experiences with the development of three community-based Geospatial Web 2.0 (Geoweb) projects, where community organizations were engaged as partners, with the general aim to bring about social change in their communities through technology development and implementation. Developing Geoweb tools with community organizations was a process that saw significant evolution of project expectations and relationships. As Geoweb tool development encountered the realities of technological development and implementation in a community context, this served to reduce organizational enthusiasm and support for projects as a whole. We question the power dynamics at play between university researchers and organizations, including project financing, both during development and in the long term. How researchers managed, or perpetuated, many of the popular myths of the Geoweb, namely that it is inexpensive and easy to use (thought not to build, perhaps) impacted the success of each project and the sustainability of relationships between researcher and organization. Ultimately, this research shows the continuing gap between the promise of online geospatial technology, and the realities of its implementation at the community level.

Crosspost: Being Philosophical About Crowdsourced Geographic Information

Our recent paper, The epistemology(s) of volunteered geographic information: a critique, started from a discussion we had about changes within the geographic information science (GIScience) research communities over the past two decades. We’ve both been working in the area of participatory geographic information systems (GIS) and critical studies of geographic information science (GIScience) since the late 1990s, where we engaged with people from all walks of life with the information that is available in GIS. Many times we’d work together with people to create new geographic information and maps. Our goal was to help reflect their point of view of the world and their knowledge about local conditions, not always aim for universal rules and principles. For example, the image below is from a discussion with the community in Hackney Wick, London, where individuals collaborated to ensure the information to be captured represented their views on the area and its future, in light of the Olympic works that happened on their doorstep. The GIScience research community, by contrast, emphasizes quantitative modelling and universal rules about geographic information (exemplified by frequent mentioning of Tobler’s first law of Geography). The GIScience research community was not especially welcoming of qualitative, participatory mapping efforts, leaving these efforts mostly in the margins of the discipline.

Around 2005, researchers in GIScience started to notice that when people used their Global Positioning System (GPS) devices to record where they took pictures or used online mapping apps to make their own maps, they were generating a new kind of geographic information. Once projects like OpenStreetMap and other user-generated geographic information came to the scene, the early hostility evaporated and volunteered geographic information (VGI) or crowdsourced geographic information was embraced as a valid, valuable and useful source of information for GIScience research. More importantly, VGI became an acceptable research subject, with subjects like how to assess quality and what motivates people to contribute.

This about-face was puzzling and we felt that it justified an investigation of the concepts and ideas that allowed that to happen. Why did VGI become part of the “truth” in GIScience? In philosophical language, the questions ‘where does knowledge come from? how was it created? What is the meaning and truth of knowledge?’ is known as epistemology and our paper evolved into an exploration of the epistemology, or more accurately the multiple epistemologies, which are inherent in VGI. It’s easy to make the case that VGI is a new way of knowing the world, with (1) its potential to disrupt existing practices (e.g. the way OpenStreetMap provide alternative to official maps as shown in the image below) and (2) the way VGI both constrains contributions (e.g., 140 chars) and opens contributions (e.g., with its ease of user interface; with its multimedia offerings). VGI affords a new epistemology, a new way of knowing geography, of knowing place. Rather than observing a way of knowing, we were interested in what researchers thought was the epistemology of VGI. They were building it in real-time and attempting to ensure it conformed to existing ways of knowing. An analog would be: instead of knowing a religion from the inside, you construct your conception of it, with your own assumptions and biases, while you are on the outside. We argue that construction was occurring with VGI.

We likewise were interested in the way that long-standing critics of mapping technologies would respond to new sources of data and new platforms for that data. Criticism tends to be grounded in the structuralist works of Michel Foucault on power and how it is influenced by wider societal structures. Critics extended traditional notions of volunteerism and empowerment to VGI, without necessarily examining whether or not these were applicable to the new ‘ecosystem’ of geospatial apps companies, code and data. We also were curious why the critiques focussed on the software platforms used to generate the data (e.g., Twitter) instead of the data themselves (tweets). It was as if the platforms used to create and share VGI are embedded in various socio-political and economic configurations. However, the data were innocent of association with the assemblages. Lastly, we saw an unconscious shift in the Critical GIS/GIScience field from the collective to the personal. Historically, in the wider field of human geography, when we thought of civil society mapping together by using technology, we looked at collective activities like counter-mapping (e.g., a community fights an extension to airport runway by conducting a spatial analysis to demonstrate the adverse impacts of noise or pollution to the surrounding geography). We believe the shift occurred because Critical GIS scholars were never comfortable with community and consensus-based action in the first place. In hindsight, it probably is easier to critique the (individual) emancipatory potential as opposed to the (collective) empowerment potential of the technology. Moreover, Critical GIS researchers have shifted their attention away from geographic information systems towards the software stack of geospatial software and geosocial media, which raises question about what is considered under this term. For all of these reasons and more we decided to investigate the “world building” from both the instrumentalist scientists and from their critics.

We do use some philosophical framing—Borgmann has a great idea called the device paradigm—to analyse what is happening, and we hope that the paper will contribute to the debate in the critical studies of geographical information beyond the confines of GIScience to human geography more broadly.

One of the hallmarks of any academic conference are the conversations that take place in-between sessions, in the hallways and over meals. In our first Geothink Conversations we aim to give you a flavor of these discussions at Geothink’s now concluded 2015 Summer Institute.

This month’s conversation features Geothink Head Renee Sieber, associate professor in McGill University’s Department of Geography and School of Environment; Robert Goodspeed, assistant professor of Urban Planning at the University of Michigan’s Taubman College of Architecture and Urban Planning; Daren Brabham, assistant professor in the University of Southern California Annenberg School of Journalism and Communication; and Monica Stephens, assistant professor in the Department of Geography at State University of New York at Buffalo. And, of course, I’m Drew Bush and I’ll be helping steer the conversation along.

Each day of the institute alternated morning lectures, panel discussions and in-depth case studies on topics in crowdsourcing with afternoon work sessions where professors worked with student groups one-on-one on their proposal to meet a challenge posed by the City of Ottawa. Geothink Researcher Peter Johnson Honored with Early Researcher Award from the Government of Ontario

Peter Johnson, assistant professor of Geography and Environmental Management at the University of Waterloo, was honoured with the Ontario Government’s Early Researcher Award for his project, Measuring the Value and Impact of Open Data. Johnson was one of two professors in his department that were funded.

In the project, Johnson will build partnerships with stakeholders, develop case studies to measure the impact of open data initiatives, and assess how open data generates economic and social benefits. Ontario’s provincial and municipal governments now prioritize the sharing of open government data, like many North American communities.

And right now is a key time for evaluating the impacts of such data, Johnson told Geothink this past June at the University of Waterloo.

“I think we’ve reached a spot in open data provision where we understand the technical challenges to providing open data and some of the organizational challenges as well,” he said of his and his students’ work. “But it’s trying to understand what is the impact that open data provision is having. So trying to follow data from just being provided on a web site and a download portal to understanding are community groups using it, is the private sector using it, are other governments using it, or even is it being used internal to the government that’s providing it?”

Johnson’s research may impact how Ontario and other governments one day share open data and the way private developers, nonprofits, and citizens build applications and businesses using such data.

Other areas of research for Johnson and his students include looking at the use of government 311 applications that help citizens report overflowing garbage cans in a local park or if a particular sidewalk might need to be shoveled. Their research questions why governments are developing these applications and using them, the type of data such applications gather, and how this data can be used to improve government processes.

“Is this an opportunity for citizens to express their opinions on different potential developments or to connect with their elected officials?” he asked. “And how does this official channel compare to something that’s unofficial like Twitter?”

“What I’m really interested in is looking at is balancing citizen input that is delivered in these different ways,” he added. “So which one gets the results? Tweeting at your counselor or using the official government branded app to report your pothole at the end of your street?”

In addition to this research, Johnson published a paper with Geothink Head Renee Sieber, associate professor in McGill’s Deptartment of Geography and School of Environment,  this past July in Government Information Quarterly entitled “Civic open data at a crossroads: Dominant models and current challenges.

On his personal Web site, he writes that in this piece, “We take a look at the dominant models of open data provision by government and start to lay out what the challenges are for delivering open data. We tried to make this both a reflective look at where open data is, and also to push civic open data forward, examining how open data works as part of open government strategies.” Find a pre-print copy available here and also find the abstract below.

The award, given to 822 early career researchers since 2005, was given by the Ontario Ministry of Research and Innovation and The Ontario Research Fund – Small Infrastructure programs. The province will spend $209 million this year to support research projects and talent at research institutions across the province. This year’s successful 280 successful projects were chosen based on their research excellence and their economic and societal benefits for Ontario.

Abstract
Civic open data at a crossroads: Dominant models and current challenges.
As open data becomes more widely provided by government, it is important to ask questions about the future possibilities and forms that government open data may take. We present four models of open data as they relate to changing relations between citizens and government. These models include; a status quo ‘data over the wall’ form of government data publishing, a form of ‘code exchange’, with government acting as an open data activist, open data as a civic issue tracker, and participatory open data. These models represent multiple end points that can be currently viewed from the unfolding landscape of government open data. We position open data at a crossroads, with significant concerns of the conflicting motivations driving open data, the shifting role of government as a service provider, and the fragile nature of open data within the government space. We emphasize that the future of open data will be driven by the negotiation of the ethical-economic tension that exists between provisioning governments, citizens, and private sector data users.

Geothink’s Summer Institute may have concluded over a month ago, but, for those of you who missed it, we bring you three talks to remember. Run as part of Geothink’s five-year Canadian Social Sciences and Humanities Research Council (SSHRC) partnership grant, the Institute aimed to provide undergraduate and graduate students from the partnership and beyond with knowledge and training in theoretical and practical aspects of crowdsourcing.

Each day of the institute alternated morning lectures, panel discussions and in-depth case studies on topics in crowdsourcing with afternoon work sessions where professors worked with student groups one-on-one on their proposal to meet a challenge posed by the City of Ottawa. The lectures featured Geothink Head Renee Sieber, associate professor in McGill University’s Department of Geography and School of Environment; Robert Goodspeed, assistant professor of Urban Planning at the University of Michigan’s Taubman College of Architecture and Urban Planning; Daren Brabham, assistant professor in the University of Southern California Annenberg School of Journalistm and Communication; and Monica Stephens, assistant professor in the Department of Geography at State University of New York at Buffalo.

Below we present you with a rare opportunity to learn about crowdsourcing with our experts as they discuss important ideas and case studies. A short summary describes what each talk covers.


Geothoughts Talk One: In-Depth Case Studies in Crowdsourcing (1hr 3min)

Join Sieber and Brabham as they discuss two case studies that examine the actual application of crowdsourcing technologies and techniques to real-world situations. First Sieber describes the work of her Master’s Student Ana Brandusescu in applying crowdsourcing technologies to chronic community development issues in three places in Montreal, QC and Vancouver, BC. Next, Brabham discusses one of his first efforts to research the application of crowdsourcing technology to public transportation planning during a design contest he held for a bus stop at the University of Utah campus in Salt Lake City, UT.


Geothoughts Talk Two: A Deeper Dive into Crowdsourcing: Advanced Topics in Crowdsourcing and Civic Crowdfunding (1hr 8min)

Goodspeed spends the morning covering three topics of inherent interest to anyone involved in crowdsourcing work. During this talk, he focuses in on three areas new to his own research including crowdfunding, formal crowdsourcing and the tool Ushahidi. Each of these topics helps prepare listeners for being a crowdsourcing professional.


Geothoughts Talk Three: Discussion on the Future of Crowdsourcing in the Public Sector (35 min)

Brabham and Goodspeed lead a discussion on where the future for crowdsourcing lies in the public sector. In particular, Goodspeed begins with an opening statement on how crowdsourcing can be used to help government agencies gain legitimacy by actually seeking input which can guide their actions. Brabham then challenges students to consider that crowdsourcing applications do fail and, even when they succeed, often can challenge whole professions that exist to collect the same data by other means.
